A Toyota technician reproduces the specified vibration and, when the bulletin applies, installs longer mounting studs and door-panel reinforcement extensions for both mirrors.
The bulletin specifies panel adhesive, threadlocker, torque values and curing time. It is not a simple mirror-glass replacement.

Check the glass and housing while parked
With the vehicle parked and switched off, gently check whether the glass is seated and whether the entire housing is visibly loose or damaged. Note which side is affected and the speed range at which the image starts shaking.
Do not film, touch or adjust the mirror while driving. Have a passenger record the symptom if a video is needed.
